Supervisors Award $18M To Retrofit Historic Sonoma County Bridge

SONOMA COUNTY, CA— The Board of Supervisors awarded a nearly $18 million construction contract Tuesday for the seismic retrofit of the historic Wohler Road Bridge over the Russian River.

To meet current seismic design standards, the bridge built from 1921- 1922 will receive a new lightweight concrete deck, seismic isolation bearings and joints, steel truss reinforcement and foundation reinforcement.

After conducting extensive community engagement for years, county officials designed the project to meet state requirements while preserving the architectural appeal of the iconic bridge.

“Countless stakeholders need to be recognized for getting this project to the construction phase – from the Wohler Bridge Neighborhood Association to the utility companies and partner agencies at the state level, to our dedicated team of engineers and officials at the Department of Public Infrastructure,” said District 5 Supervisor Lynda Hopkins.

“The extensive environmental, geotechnical, hydraulic, and hydrologic studies, complex negotiations for utility coordination, architectural study and planning have all taken patience and perseverance,” Hopkins said. “I applaud and thank you and look forward to the grand re-opening of this iconic Sonoma County landmark.”

After Caltrans approved the project last year, the Federal Highway Bridge Program committed to funding 100 percent of the project cost, which is expected to be just under $18 million at $17,994,621.

The seismic retrofit meets current Caltrans and American Association of State Highway and Transportation Officials design criteria and mitigates the risk of collapse during an earthquake.

It is the largest and most complex bridge project ever undertaken by the county. The project directly supports the county’s Five-year Strategic Plan and is aligned with the county’s resilient infrastructure pillar as well as Goal no. 3 of the county’s strategic plan, which is to continue to invest in critical road, bridge, bicycle, and pedestrian infrastructure; and objective no. 4, which is to identify and retrofit bridges in the county that are at high risk for damage during earthquakes.

Ghilotti Construction Company, Inc. was awarded the contract in a competitive bidding process that included bids from four different construction companies, the county said.

The project was advertised for construction bids from Sept. 27- Nov. 16, 2023. Bids were opened Nov. 16 and were received as follows:

Construction on the bridge is expected to begin this summer and completion is anticipated by the end of 2025.
