SHOREWOOD —Will County State’s Attorney Jim Glasgow has increased the charges to felony against 52-year-old North Carolina resident Garland Norris. Back on July 30, Shorewood police were investigating a shocking crime inside the Pizza Ranch restaurant when officers came across the dead dog in the nearby parking lot at the Econolodge.
Back on July 30, Norris was given a misdemeanor citation. He was not even processed for a booking mugshot at the time of his interaction with Shorewood police.
Now, a month later, Glasgow has filed felony aggravated cruelty charges against Norris as well as a second charge of cruelty to animals, a misdemeanor.
According to the complaint, Norris intentionally committed an act that caused a companion animal, a black male pit bull, to suffer serious injury or death, in that he left the black male pit bull in a vehicle during extreme heat.
The cruelty to animals charge indicates that Norris placed the dog in a life-threatening situation for a prolonged period of time in extreme hot conditions that resulted in death or injury to said animal.
On July 31, Joliet Patch reported that the dead dog was found inside the defendant’s Chevy Tahoe while the North Carolina man went shopping for a couple of hours while staying at Shorewood’s Econolodge, Shorewood Police Chief Phil Arnold relayed.
Arnold said Garland Norris was arrested after the dead dog was discovered that afternoon at the Econolodge along the frontage road near Interstate 55.
According to the chief, Shorewood officers were conducting an unrelated investigation at the Econolodge when they saw the dead dog in a pool of urine while crated inside the back of the Chevy Tahoe, which was not running in the parking lot of the motel.
The outdoor temperature peaked at 92 degrees in Shorewood on the day the dog died.
As for Norris, the North Carolina is not being detained in the Will County Jail. He also went ahead and hired private defense counsel for his Will County Courthouse charges. He’s represented by Law Offices of John Fotopoulos in Orland Park.
