Former Manchester Resident Enters Plea In Federal Child Porn Case

NEW HAVEN, CT — A man accused of importing child pornography while living in Manchester has entered a plea in a federal case.

Vanessa Roberts Avery, United States attorney for the District of Connecticut, said that Luis A. Rosado, 30, waived his right to be indicted and pleaded guilty Monday before U.S. District Judge Victor A. Bolden in New Haven to possession of child pornography.

According to court documents and statements made in court, in May and June 2022, the National Center for Missing and Exploited Children received two CyberTipline reports from Kik Messenger that two separate Kik Messenger accounts had been used to upload video files depicting the “sexual abuse of children.” The investigation connected both Kik Messenger usernames to Rosado and determined that, between April and June 2022, he used them to upload and distribute 104 video files depicting “the sexual abuse of children,” including those of prepubescent ages, according to case records.

Rosado, who lived in Manchester at the time of the offense, was arrested on Oct. 6, 2022. His listed address is now in New Britain, according to case records.

A sentencing date has not been scheduled, but Rosado faces a maximum prison term of 20 years. He is free on a $100,000 bond, pending sentencing.

The case was investigated by Homeland Security Investigations, Connecticut State Police, the Manchester Police Department, and the Connecticut Center for Digital Investigations.
