SOMERS, CT — An early Sunday morning report to state police about a vehicle operating erratically in Somers led to the arrests of two men – one a veteran lieutenant with the East Hartford Police Department, and the other a recently-retired sergeant with 30 years of service.
Around 12:24 a.m., a caller reported the vehicle was on Billings Road. Troopers launched an investigation and were unable to positively determine which of the two men had actually been driving, according to a state police report.
The men complained of pain, and were taken by ambulance to Johnson Memorial Hospital in Stafford. At the hospital, each refused to take a standardized field sobriety test.

Joseph Ficacelli, 45, an East Hartford lieutenant with 20 years of service to the department, was charged with operating under the influence and failure to drive in proper lane. On the police report, his address is listed as 31 School Street in East Hartford – the location of that town’s police headquarters.
East Hartford Police Department public information officer Marc Caruso told Patch police officials are “aware of the incident.” He added Ficacelli “has been placed on desk duty.”
Robert Pronovost, 55, of Bristol, was charged with operating under the influence. He recently retired from the department as a sergeant after a 30-year career there.
Each man was released on a $500 non-surety bond. They are slated to appear Feb. 13 in Rockville Superior Court.
