Commissioners approve staff appointments

Backlog that had built up while the previous Commission had caretaker status is cleared.

The first meeting of the new college of European Commissioners yesterday (17 February) approved several staff appointments and administrative decisions, clearing a backlog that had built up while the previous Commission had only caretaker status.

The appointments also included approving the transfer into the Commission services of four staff who had been working in commissioners’ private offices during the first term of Commission President José Manuel Barroso.

Stephen Quest, head of cabinet first for Dalia Grybauskaite? and then Algirdas Šemeta, has been appointed director of the Commission’s office for administration and payment of individual entitlements (PMO).

Despina Spanou, deputy head of cabinet for Androulla Vassiliou, has been appointed as a principal adviser in the Commission’s directorate-general for health and consumers (DG SANCO).

Miroslav Adamis, head of cabinet for Ján Figel’, has been appointed as a director in the Commission’s directorate-general for translation.

Karen Williams, one of the Commission’s two hearing officers for competition cases (and so attached to Neelie Kroes’ cabinet during Barroso I), has been appointed director of the Commission’s investigation and disciplinary office (IDOC).

Promotions

The Commission also appointed Lena Andersson Pench, who has been a head of unit responsible for control and audit in the Commission’s directorate-general for regional policy (DG REGIO), to be the department’s director for audit.

Fernando Garcia Ferreiro has been promoted to principal adviser in the Commission’s directorate-general for human resources and security (DG HR). Garcia Ferreiro is currently an adviser in DG HR. His new job will focus on professionalisation issues.

Luc Briol has been appointed director of the Commission’s executive agency for health and consumers. Briol was a head of unit in DG SANCO but seconded to the agency.

Vittorio Di Bucci has been promoted to principal legal adviser dealing with state-aid policy for the Commission’s legal service. He is currently a legal adviser dealing with competition issues.

Julian Currall has been prompted to principal legal adviser dealing with personnel and administration issues for the Commission’s legal service. He is currently a legal adviser working on personnel matters.

Aled Williams has been elected president of Eurojust, an EU agency tasked with enhancing judicial co-operation between the member states. Williams, the UK representative at Eurojust, was elected by the agency’s college on 16 February. He will replace José Luís Lopes da Mota, who resigned in December. Williams will take up the post once his appointment has been confirmed by the Council of Ministers.

Nathalie Moll has been appointed secretary-general of the European Association for Bioindustries (EuropaBio). Moll, currently EuropaBio’s director for agricultural biotechnology, will replace current secretary-general Willy De Greef on 1 April.

Ferenc Bánfi took over as director of the European Police College (CEPOL) on 16 February. Bánfi, a Hungarian national, was previously head of the European Union border assistance mission to Moldova and Ukraine. He has also served as deputy chief of the Hungarian national police. He replaced Ulf Göransson, who stepped down at the end of January.

Law firm Salans will open a competition and trade practice in Brussels on 1 March, staffed with a seven-person team recruited from Mayer Brown. The team will be led by Edward Borovikov, a trade law attorney.
